HTC Evo 3D — My GPS icon at the top of my screen is always open. Is this supposed to happen?

I have tried closing all applications and rebooting the phone, as well as turning the GPS off, and the icon stays but has a slash through it. Is this normal? I'm worried it's using precious battery juice.
