After running hot, and slow, I now have a Moto G which will not boot. It sits on a white screen with a blue m.

I can get the fastboot screen, and when I request a factory boot it will not perform one. It will also not do other boots as well, such as a normal boot or the restore boot.

What are my options and where can I find out what the next step would be to reinitialize things so that they can boot properly?

If there is no other way, you can reset the, or get the mobile business hall to repair

The phone files can be lost after factory reset , but the files, but the data is not really disappear from Motorola , you just need to scan the phone memory or other device with some recovery tool

Can you recommend a recovery tool for this particular problem?

Have you ever tried to put the device into recovery mode and then choose to factory reset/wipe the cache partition?
But before that, I think you should back up data firstly.

Fastboot comes up, but a recovery boot fails.
