First of all, improve the game graphics, it is not up to the mark for this kind of game.

Add interesting challenges in all four phases.

Create different different kind of fish for each phases, so people loved it.

Adding the reward system, it means if user achieve the target in the specific time, then he got the points, with helps of that point he can jump in to the next phase directly, for that you might me lock any three phases.
