Samsung Galaxy Note 4 — samsung note 4 sim not dected

i order samsung note 4 refurbished from ebay , i got the phone when i insert the sim it detects and in 2 min phone sys sim not detected "limited service" and aftre some time it detects and this process is keep going i cannot make calls and mobile data also not working, any help in this regard is appreciated.
