Restrict wifi connections

I have 2 wifi networks at home.

One is on a landline - very slow at 0.5Mb/s but with unlimited data, and the other on 4G - a faster network which has a 'data' allowance each month.

My PC is always connected to the 4G network and our smartphones to the landline.

Is there any app to ensure that on the odd occassions that the landline router is off/rebooting etc that the smartphones do not connect to the 4G network automatically.

Note: we do connect the smartphones to the 4G network occassionally to download or update apps.
