is it possible to activate an android App from the server side ?. Perhaps using the mobile number in which App is present.

I have barely (to none) experience with this but I think what you're looking for is a Client/Server Socket communication. It's certainly possible yeah. Also look into push notifications. Direct connection with the database of the server from the mobile device is not possible (yet).
