I went through and disabled my download manager, phone went off, now can't find download manager, any suggestions?

Once you've disabled an app or service it will move to the Disabled tab in your Apps settings (or Application Manager or whatever it is called on your particular phone) - so just go Settings > Apps and swipe to the Disabled tab to re-enable it.
