Samsung Galaxy Note 3 — Can't keep default home app

I have an issue with my home app not staying as the default home app. Everytime I close out all my apps the set home app screen pops up every time. I select always and it does again. This just recently started happening. Does anyone know what the issue could be?

clear cache and data of Touchwiz under application management. it will reset all the screens to factory
