SM-T310 not charge when tablet not running (working)

SM-T310 not charge when tablet not running (working) but when working charge with no problem.
Where is problem?
a) firmware,
b) battery
I cannot understand ....

Sounds like a hardware problem with your port. I would bring it to assistance

The place you plug your charger in. Do not poke anything inside. Just take your tablet to assistance

Can i change the plug myself? I can change the battery no problem, but the micro usb can I change?

Check to charge ports of your android tablet or smartphone:
Is your battery connection safe?
Check/replace charging cable
Give the battery time to recover
Check/replace the charging adapter
