Make sure that the version of installed WhatsApp is at least V2.19.181 now.

Uninstall the current WhatsApp Messenger
Reboot your device
Install the latest version of WhatsApp Messenger
Check the version info of installed WhatsApp Messenger

Download the Latest Version from Google Play Store.

Otherwise, download the Latest APK file from the third-party APK hosting sites.

If that doesn't work too, check the network settings and network coverage. If WhatsApp is not able to communicate with the servers, then you may face such issues.

IMO, Downloading the APK file from third-party websites works perfectly for such weird issues. I faced the same issue with WhatsApp, Kik, Telegram and Instagram a few weeks ago. Only those apps won't load and refused to connect to the servers. I downloaded the APK file from third-party website and installed it. As it was an older version, I updated it from the Play Store and everything was fine.
