Google Nexus 7 (2013) — Won't complete bootup. Stops on swipe screen

Nexus 7 second generation 2013 tablet. I had tried soft reset and hard reset. It's the same screen it stops on. Dead swipe screen. Never boots to the homepage. Also,it won't shutdown.
I love this tablet and with some help fix it. I am willing to wipe it clean but it won't do it.
PLEASE GIVE ME SOME IDEAS. I should try

Check your touch screen sensitivity settings. (For swipe)
When you boot what screen shows up?
You might try disabling that app.
