Explain me please how can it be that user is offline ( phone is sitched off ) but whatsapp shows that he is sometimes online or he was there for example 2 min ago?

The user you are referring to probably didn't close the app in their device when they finished using Whatsapp!
OR
Whatsapp has developed yet another problem!
Whatsapp has had so many malfunction
Lately, that I'm surprised there is anyone still using it!
