When I select a picture to forward from my gallery, the phone opens my WhatsApp contact list, I can't send by SMS or email.
Is there a setting I can change somewhere?

When I select a picture from my gallery, then tap 'Share' in the context menu at screen bottom, by default there are many options including WhatsApp, Email, SMS, Bluetooth ....
There you may select any one to send pictures by.
