Cell Standby battery drain

Hello, within the past 2 to 3 months, something happened to my phone where my battery is being drained by Cell Standby.
I don't keep my wifi on while I'm at work but this doesn't matter as Cell Standby is still draining battery throughout the day 30 to 40% daily.

I've searched online and found multiple resources on how to fix this issue but all attempts have failed.
Here's what I've tried:
Uninstall Apps that I don't use

Force Stop and block Notifications on Apps I'm not using or that I can't uninstall.

Downloaded different battery saver Apps,
Greenify, Go Battery, 360Battery, EZdisabler, etc. (these were all useless, in some cases a joke)

Other than the Apps that I previously listed, I have not installed any new Apps.

Reboot of phone...done this multiple times.

Cell signal, no dead zone issues...

Anyone know how I can stop Cell standby?
I used to like my phone but almost to point of Rooting.
