You want to manage your mobile files from your Windows 7? I recommend Apowersoft Phone Manager to manage your files from PC as well as its mobile app. But if you want to transfer files from your Android to PC, you need the desktop app to connect your phone to PC and transfer. I've been using it for a while, and it works well. So maybe it will help you solve this problem.
