I keep getting this message. I've tried all the steps i could find to correct the problem and nothing has worked. i don't know that i fully understand the consequences of taking the "ultimate" step to cure the problem. does that mean I just have to completely reset up my phone? are there any other possible solutions? wouldn't google try to do something about this? might deleting everything on this device delete everything on my other devices?

The first thing you can do is to clear cache (all app cache).
check how available phone storage is. If it's almost full, you need do some clean-up.
If it still not work, collection of solutions is right here: https://www.nextpit.com/google-play-not-working
