screen overlay detected

I have oneplus one phone after installing uber, i got the above message on my phone. since then i has affected about 70 percent of my applications.

i have follwed several instructions and videos nothing seems to work even in safe mode.
when i go in safe mode all my apps seems to be the same . i thought they would be greyed out or something. in any case it just wont allow me to give permissions to the apps that are not working dor example gallery, google photos, whatsapp camera, etc. i have removed uber but it is still coming up with screen overlay detected. i dont really want to do a full reset ot rerstore on my phone. it was working fine until UBER. can anyone help.
