Grey ticks yet in info shows blue ticks but no time seen - why?

What does it mean if a message has been sent - and it has just two grey ticks. Yet when you go to the info section - it displays 2 blue ticks - but there is no seen time displayed?

Thank you. Though the person will know i read the message as there are two blue ticks? So it doesnt seem to make much sense? It was a photo that was sent

The only thing I actually dont know is the time they saw it - which is pretty irrelevant really

in the sense they feel they have some kind of power because I dont know the time they read it - though i know they did read it as there are two blue ticks? Seems a bit childish to me!
