Cant Install Whatsapp

I have downloaded whatsaap on my phone but it wont let me accept the terms. When I try to press accept nothing happens, it doesn't light up. I have no problem accepting terms on any other apps.

I had been using Whatsapp on my Android phone without any problems but for some reason I couldn't type messages to my partner, the keyboard didn't appear when I was on his contact. I could call him via Whatsapp but not text him. I could text all of my other contacts without a problem and he could text me I just couldn't reply to him or send a new text to him, I could send photos to him. Which is why I tried to uninstall the app then reinstall it. Which I now have the problem of not being able to accept the terms.

I have already rebooted the phone.
Deleted his contact and re-entered it, rebooted again.
Deleted my contact from partners phone rebooted etc.
Deleted Whatsapp and trying to install again
