Two phones have different speeds on same network

Hi. I have an Htc one m9 with Android 6.0. When i use the speedtest app for it, im getting roughly 0.80 Mbps with 3Mbps upload.

When my friend tests on his LG K4 with Android 5.1.1. He gets 35 Mbps and 12Mbps upload. The tests are always consistent and ive tried running the tests simultaneosly and one after the other.

Both are new phones so im not sure why mine is slower. Its a home network we share with the tenents downstairs so we dont have router access. What could be the cause? How can i fix this? Is there a way to change network settings on my htc? Thank you
