Help with annoying popup

Every time i get or make a phone call there is 2 pop up (appus launcher and eu battery save) that jump and trying to force me to intall this apps
How do i make it stop?!

Hi Raz,
It sounds like you might have a virus. Scan your phone to get rid of it.

I had scans with avg anti virus and clean cleaner and it couldn't find a thing.
Do you have any other recommend app?
