Re-size, move a View over another View(or View Group) ?

I am working an app in which user can write text on image and after that can perform operation like re-size, move, change text style, text color etc. I googled it but only able to know that Android have drag/drop framework to move view. Is there any library or tutorial for achieving this functionality.
