using android own resources?

hello, i want to write an app that simulates the android dialer, where it wouldn't actually call anyone just for prank porposes,
is it possible to access android's own layout and code so i could tweak it?
i just don't want to try and design the UI layout.. seems too much of a hassle.. :)
