Samsung Galaxy S3 — ART not working

I'm running CM11. I selected ART but the Device reboots normally. Does this have anything to do with the GApps?

It could be, as some deodexed apps can actually prevent the switch. Try reflashing the rom with PA Gapps, and switch to ART before installing/restoring your apps.
