Transfer Whatsapp to new phone with new number

I have Whatsapp running in old LG Rebel phone. I just purchased a Pixel 4a and I will have a new number. What is easiest way to transfer Whatsapp from old phone to new ? I don't need to transfer any chats from old phone to new but need to transfer the whatsapp contacts and to notify the contacts of the new number .

Open WhatsApp. Tap More options > Settings > Account > Change number > NEXT.
Enter your old phone number in the first field and your new phone number in the second field, both in full international format.

Yes . The procedure is not quite clear from a first timer like me. Is it something like this?

1) Change to new number on old phone and select to notify contacts of new phone number
2) Back up whatsapp on old phone after changing to new number
3) Start Whatsapp on new phone and proceed to restore

Will all contacts in Whatsapp be transfered as well?

Would it be easier to just start fresh with whatsapp on new phone since whatsapp will pick up all my contacts in new phone ( same as old contact list in old phone)
