HTC 10 will not update. Error 410

I just bought a new HTC 10 on Ebay. It will not update. It downloads the update, but when it installs, it only gets to 25%. I then get a red triangle with a ! inside and error 410.

I contacted HTC chat, and the guy said it was a google error, and he did not know what to do. Sorry!

My old HTC 10 works fine and has all the updates.

How can I get the updates to work.

The last security patch was Jan 2017. Software 2.41.605.12

Wipe data (factory reset) + wipe cache partition after a full back-up.
Then try to update the firmware via OTA.

I tried that.

I think I will need to load new firmware for a locked verizon phone. I think it is called RUU. I am not sure how to do this. I will need to investigate since seller is balking at an exchange.
