When I got Android One phone ( Nokia 6.1) a while ago with 32GB memory , 13GB of it was ( and still) occupied by the System. Is it normal and why it is so big..

13 gb of storage sounds normal to me.
Especially if you purchased the phone from a mobile carrier! They love to cram a lot of bloatware in the phones that you don't really need!
Anyway example;
I purchased a unlocked galaxy s7.
Without all the junk that Mobile carriers add to it, and my operating system uses
About 10 gb!

Galaxy is Samsung.. they have some amount of bloatware.. Android One does not have any adds on.. Just wonder if this Android 8/9 became that big .. What Android you have ? But at this point I would think that 13GB is normal size of Android 9...

The operating system and any bloatware that comes with it generally take up 5-6 GB. As a result, the 14.9 GB out of 16 GB being used as stated in your system menu may be explained.
