Hi
I have a OnePlus 5 and using Google Chrome and Android. When my phone is offline I get this issue. Normally I turn my phone offline at night or at family dinner - chrome seems to download pages offline and it takes almost 100mb of the phone...
I want to disable this and I find it privacy annoying.
Would appreciate help.

Note; I get notifications about this and then the download tab opens and it says "Popular pages from Chrome". See both screenshots attached:
