Can i connect vpn before receiving message from messenger apps

When i connect wifi , my messenger apps are working directly. Before i connect vpn

how can i stop all apps before connecting vpn ??

Settings - Apps
In the app list, find any messenger apps you want to close, then tap it to show its "App info" window. Tap the "Force stop" option to close it.
