Google Play refuse an application with only Public Domain pictures

Hi, I am trying to publish an application and in it I need to show pictures of famous people.
So I took only public domain pictures from Wikimedia.
The problem is that Google Play refuse the app and tell me that the app contains " includes copyrighted content that may be owned by a third party : " and the name of one famous people.

This is false and I have all rights to use those images or am I wrong ?

What can I do to publish it ? I know it is possible because I saw apps with same content... Do I need to have own Term of Use & Privacy Policy ?
