New App Help

Hi there everyone

I hope that this is in the right place. im new to making apps but have been given the task to try lol. we currently have 2 sites running oracle databases. i need to have an app to pull information from both places and display on the app as well as being able to complete task ie: close job and this function will send to both site but for add a note to the account this will only send information to one of the site. is this possible and where would i start.
