It is stuck in Dutch how do I get it into English. Scrolling screen is not working at all. Please help

what do you mean it is stuck in Dutch? When you try to switch to english in the settings, what exactly happens?

Screen does not allow scrolling on it
And is speaking dutch. Will not let me get it into English. Tried factory reset nothing
Tried hooking to pc it will not read the tablet. Say it is empty.

Tried to hold volume on/off switch and home button nothing happened. Other than the tablet telling me in Dutch to speak in Dutch. Tried hooking up to pc
It tells me the tablet is empty. Please help me.
