Play Store problem

Play Store is having problem, when I tried opening it takes a lot of time and error message "connection time out try again".
Deleted the cache memory and also updates, but the problem continue
Downloaded the APK and stored in pendrive and and tried installing but the problem continues.
Checked the Play Store on Google there are many upgrades available.
I have a doubt is it necessary to install Play Services and Play Store matching your Android OS version?
Can I delete Play Store and try installing again.

Have you updated the app? If not try to update the Play Store and then try it.

Remove your google account from your phone >> clear cache and data from play service >> add your google account again . This is a common issue

Thanks for the tips.
Removed Google account, deleted cache memory and also data
Added Google account again, but the problem continues.
I am having HTC Explorer smartphone, and Play Store is working fine.
One doubt, is it necessary to have the same version of Play Services and Play Store?
Checked Google and found many versions of Play Store and Play Services.

Update all Google apps and services to latest version.
HTC explorer support gingerbread v 2.3 so downloading latest play services from alternative site will not help . Your phone will automatically update to the latest version of Play Services and Play Store which support your phone.

Finally, if non of theses method works you have to format your phone, take a backup of your apps.
