Driver in PC without device

Hi, I have a Nexus 7 (2013) that has a bootloop problem because I uploaded to Android 6.0.1 with my tablet rooted. I tried to fix this issue with the "Nexus Root Toolkit" but I need a driver in order to do this, which I can't install in my PC because I need to turn on my tablet. I would really appreciate an answer. Thanks.

Bootloop can only be resolved by performing a Hard Reset and next time upload marshmallow with some expert, dont try it your self
