From the Android Developer Policy:

Ratings and reviews are benchmarks of app quality and users depend on them to be authentic and relevant. As an app developer, you should not attempt to artificially influence your app's ratings and reviews or those of your competitor, such as by posting fake ratings or reviews or including spam content in app reviews.

Don't try to manipulate ratings—Do not engage in attempts to manipulate the ratings, reviews, or ranking of your apps, either directly or indirectly, or by manipulating the ratings of your competitors. Do not attempt to artificially boost reviews, ratings, or installs through any means.

Don't buy ratings and reviews. Moreover those people will uninstall the app right away which means 0 engagement and 0 usage duration which is a flag for Google that something is going on with your app.

@Sam Micaly

There are many publishers like you who want to promote app with installs and positive reviews. As we know, there are millions of app in Store, while only few of them can boost in the market. Besides the app quality(which is the most important factor affecting the app promotion), the promotion methods are also essential.

I would like to recommend your some methods to promote app.

Organic installs

All apps are made into different categories with keywords. So Keyword Optimization is still far important than other factors. You can buy installs from real users gathering in some site, such as www.asotop1.com. The app will generate many downloads in a short period which also will push app rank higher. Of course, higher ranking app will attract more potential users.

CPI advertising

No matter your app is paid or free, Cost-per-install ad payment method is a good way to show ads in the ad network. As install is the final goal for app, CPC or CPM will not be available for apps comparing with CPI.

Press Release

Press Release will obtain very positive results thanks to the “newness” factor associated with Apps. You will post your app features on the press release sites, related column, etc.

Cross promotion

Once you published your app in Store, you can market it with cross promotion with other apps by installs and reviews exchange. It is free while it is still hard to find that publishers like you. You may try some Cross-promotion networks (CPN), Facebook group or exchange forums.

Content Promotion

It is something like PR, which also helps app/app link with essays. It is your own blog, we mean you can introduce any information of your app. And you post the blog in some marketing sites like Quora to get more external links.

App reviews and rating

This is the point you focus on. You have no need to worry whether your app will be punished by Store. Once your app gets installs and reviews from real users, your app will rank higher. You can buy External Links are Forbidden , and it will be OK.

Hope these will be helpful.

Cheers!

Very useful post !!!

I only disagree about the CPI advertising. Many networks offer cheap installations but their are not actually organic. For example they offer some gifts for a very popular game if the user installs the advertised app. Actually the user installs your app to get free coins or other gifts for another popular app he likes.

I prefer CPC because the user who will click the ad he is probably interested in your app. Then it depends on your store listing and, most important, the quality of your app.

Hy sam,

Ohh good to hear that you develop your own app :) .At today's time who ever wants to install any app they do first thing they read out the reviews. If there are negative reviews on it! no one can install and if there are real positive reviews on it they surely install...So if you want to make it popular or get much more installs... Increase you reviews on it and yes that should be positive, real, likeable ...Get more population ...or good ranking on play store & app store also. If you want real reviews for your app connect with us simply External Links are Forbidden

Hi shwentaa,

The reviews you are talking about are not real and most of the times are out of the subject. For example they write very useful app for a kill time game !!!. Obviously Google removes most of them and you have done ... NOTHING !
