Bluetooth and arduino

Basically I want my phone to communicate via Bluetooth with a arduino. But here is the catch, I want the arduino to send a command to the app that tells it to shut off cellular data until the ardunio says to turn it back on. I would like it to run in the background and even when the phone is rebooted, it knows that the cellular data should be off/on. I would like to know if this is possible to make.
