First, the Android Market usually doesn't come installed on Android devices in Saudi Arabia last time I checked. We get lots of complaints from there about people with Android phones that have no Android Market, so the mere fact that you seem to have it is unusual.
There is no agreement between Saudi Arabia and Google allowing them to sell apps and distribute apps to Android Market customers. However, in the past, some people were able to change their device and install the Android Market on their phone/tablet, giving them access to the market that they didn't have before.
It could be that your government has recently managed to lock down the internet traffic between the Google Android Market servers and all Android phones in Saudi Arabia, but I don't know for sure. You can try posting in the Google Android Market help forums
