There might be more than 1 reason for this issue:
1. It can be problem with charger
2. There might be some issue with battery
3. It may be situation than there won't be charging in the phone and your charger is not working which is why you are unable to turn the phone on.

Try for solving this issue if still no results take place, take it for repairs.
