hi i discovered by mistake a bug at viber and i call old mobiles without viber!!! its reall..i had make a video at youtube check i out you can try it by yourself !video title :Viber You can call from PC or android or ios to any old phone device(official vdeo) in this video iam using viber from laptop..its also works with the mobile version

You may be using Viber Out? That would allow you to call any phone without Viber.
