1)Use Google Play Keyword Tool like mobileaction.co to find right keywords
2). Put your main keyword in your app title
3). Use your keyword 5 times in your app description
4). Focus on the first 167 characters of your app description, for web search
5). Design beautiful UI and app screenshots
6). Demo video will be great
7). Good reviews are very good

Google Play Store Rank Algorithm

1). Number of ratings
2). High or low ratings
3). Amount of downloads
4). Growth of download
5). App uninstallation
6). App usage
7). Links to play store page

you could purchase backlinks for your app, anyway thanks for the topic. However what do you really think about SEO promotion, Because it can really help for a company that is engaged in SEO promotion. However, since it takes a lot of time to search for sites for backlinks, I think it is better to use backlink lists for GSA search engine ranker which is able to give a lot of features for a good price. However what do you think about it? I think that it was useful for anyone that understands that.
